I want to mention two things, when you start a business in the U.S. (not sure about the regulations in the other countries) your obligation is to two government organizations.
1- IRS
IRS doesn't charge you tax if your income from your business is under $400.
As far as I understood, you don't have to get a business tax id number for earnings less than
$400, you can submit the information with your income tax, that you spent money on some
business and earned this much etc.
But if you went ahead and got a business TAX ID NUMBER, you can. They let you.
2- YOUR CITY
Cities want to know about and regulate the businesses within their boundaries.
Their regulations are according to the type of business you want to start.
If you will have an actual shop, things a bit more lengthy, otherwise getting business licences
shouldn't be that hard.
In some cases, cities require you to have a Tax ID Number before they can give you permit.
Then there is the CHAMBER OF COMMERCE, this is optional. If you want to co-operate and promote your business to other business' , maybe take part in joint activities etc. So you don't have to be a part of the Chamber of Commerce if you don't want to.
I am just mentioning this , because at some point I didn't know if the Chamber of Commerce was one of the governmental organizations.
